What is the difference between orange and fluorescent orange?

Fluorescent orange is a certified color that meets the EN ISO 20471 standard and demonstrably offers visibility in dangerous situations. The two are not interchangeable: in situations where fluorescent orange is mandatory, plain orange will not suffice.
